    Prime Minister Stephen Harper today warned that Justin Trudeau’s high taxes, massive spending and permanent deficits would lead to job losses and business closures for Canada’s small business owners. “Canada’s small businesses are the beating heart of our economy,” said the Prime Minister. “Yet Justin Trudeau doesn’t understand or appreciate the challenges they face and the hard-work they put into their businesses and our communities. His tax hikes will hurt Canadian small business owners, cause job losses, and result in business closures.” In this campaign, Justin Trudeau has promised to: • Impose new CPP payroll taxes on small businesses and their workers. For someone earning $60,000 per year, the Liberal tax hike will cut their take-home pay by more than $1,000 per year and will cost their employer another $1,000. • Increase EI payroll taxes for small businesses and their workers by more than $2 billion per year. This will cost average Canadian families hundreds of dollars each and every year, and their employers even more. • Introduce a carbon pricing scheme that will increase the business costs of everything – including transportation. • Increase taxes on Canadian small businesses, since Justin Trudeau says, unbelievably, that “a large percentage” of small businesses are just a way for the wealthy to avoid taxes. Yet, Trudeau himself has admitted that all of this money that he will take from Canadians still will not be enough to pay for his unaffordable promises. So, in addition to raising taxes now, he will also run large, long-term deficits. The only way to pay off that federal debt will be to raise taxes on Canadian businesses even more in the future. “Even Justin Trudeau’s many tax hikes can’t prevent him from running massive, permanent deficits,” the Prime Minister said. “His reckless spending promises would increase government spending by $146.5 billion – and Canadian small businesses owners would be stuck paying the bill.” This stands in stark contrast to the Conservative Party’s plan to support Canada’s small businesses. Canadian small businesses represent almost 99 percent of all businesses in the country and employ nearly 70 percent of all Canadians working in the private sector. To help small businesses grow and create jobs, the Conservative government has delivered substantial ongoing tax relief to small businesses and their owners. This includes: • Reducing the corporate income tax rate for small businesses to 11 per cent and increasing the amount of income eligible for this lower rate to $500,000. These two changes are reducing taxes for small businesses by $2.2 billion in 2015 alone. • Committing to cut the small business tax rate further to 9 percent over the next four years – the largest tax rate cut for small businesses in more than 25 years – providing $2.7 billion in tax relief to nearly 700,000 small business over this period. When this tax cut for small businesses is fully implemented, the amount of federal income tax paid by small business will be 46 per cent lower than in 2006. This represents an annual tax reduction of up to $38,600 that can be reinvested in the business to fuel its growth and create new jobs. In addition, a re-elected Conservative Government will cut payroll taxes on small businesses by more than 20 percent, beginning in 2017. This means that a small business with 15 employees earning, on average, $40,000, will experience a net payroll tax decrease of $3,276. “Our Government has consistently lowered taxes on small businesses,” the Prime Minister said. “And in this campaign we’re the only party that’s committed to lowering them further, so that businesses can hire and grow.” “Canadians face a clear choice on October 19th,” concluded Prime Minister Harper. “Our Conservative Party is the only party that will lower taxes on small businesses and keep them low. The Conservative plan to protect our economy will help it grow and create jobs. The Liberals are committed to a high-tax, high-debt agenda that has failed in other countries around the world, in provinces here at home, and that will ultimately wreck our national economy.”

    Prime Minister Stephen Harper announced new work and income benefits for moms and dads having a baby. A re-elected Conservative government will provide up to 18 months of job protection for new parents and the option to stretch Employment Insurance (EI) benefits over 18 months. The Prime Minister also announced that women receiving maternity benefits and parents receiving parental benefits would be able to earn additional employment and self-employment income while receiving EI benefits. Each year, 170,000 women receive EI maternity benefits and 190,000 parents receive EI parental benefits. The number of dads who receive parental benefits has continued to increase, and is now approximately 30%. Under a re-elected Conservative government, the four-part package announced today would achieve the following: The federal labour code will be amended to provide job protection for new parents until their babies have reached the age of 18 months. Parents can opt to receive EI parental benefits at the full rate for up to 35 weeks, or they can extend those payments at a lesser rate up to a maximum of 61 weeks. When combined with other EI maternity leave, this means parents will be able to receive a stream of income until their babies are 18 months old. A new two-year pilot project will be established to allow parents to earn self-employment income, without impacting their EI maternity or parental benefits, up to 100% of the weekly EI maximum insurable earnings threshold. Women receiving EI maternity benefits will also be able to earn employment income under the Working While on Claim pilot project. This is currently only permitted for those receiving EI parental benefits. “These fair and affordable commitments will provide new parents with additional flexibility, and will allow those who are interested in starting new businesses to do so – all without raising taxes on Canadians,” said the Prime Minister.

    Today, Julian Fantino, Conservative candidate for Vaughan-Woodbridge, responded to Justin Trudeau’s pledge to repeal mandatory prison sentences for serious offences. “As a former police leader with over four decades of experience, I am appalled that Justin Trudeau believes that the rights of violent criminals and criminals that re-offend should come before the rights of victims,” said Fantino. “Those who sexually abuse or provide sexually explicit material to children, who sell drugs to children, who operate speed labs or commit drive-by shootings, should be held accountable and face certain jail time. By repealing mandatory prison sentences for these types of offences may mean less or even no jail time for these deplorable and violent criminals. Canadians want violent, recidivist criminals off our streets and behind bars, where they belong.” Fantino also highlighted the Conservative Government’s record on getting tough on crime through the introduction and implementation of over 60 substantive pieces of legislation keeping criminals behind bars, protecting children from predators, making the justice system work for victims, and cracking down on guns, gangs and drugs. “I am proud that I have been able to use my law enforcement experience to help shape our justice policies to keep our children, seniors and communities safe. Our Conservative party will go even further to protect Canadians if re-elected, and will make Life Means Life legislation our justice priority. This will mean that those who commit the most heinous crimes will stay behind bars for life. I have long advocated for this and am pleased that our Conservative party is holding criminals accountable while protecting the rights of victims. The evidence shows that mandatory prison sentences work at keeping criminals in prison longer, and hence at keeping our streets and communities safer.” The Conservative party also recently announced that a re-elected Conservative government will double the funding for Child Advocacy Centres and Child and Youth Advocacy Centres, fund research on the “invisible” economic and social damage inflicted on victims of crime, and pass the Dangerous and Impaired Driving Act, which will increase penalties for repeat offenders, simplify establishing blood alcohol concentration, and speed up impaired driving related court cases. In addition, Conservative candidate Tony Clement drew attention to the Liberal Party’s costing document yesterday, in which Justin promised to raise taxes by an additional $6.5 billion. “While Conservatives are cutting your taxes, increasing benefits to middle class families and seniors and protecting our economy, the Liberal’s yesterday unveiled their plan that would raise your taxes, plunge Canada back into permanent deficits and destabilize our fragile economy”, said Clement.     Our Conservative government believes in lowering taxes because tax money belongs to Canadians, not the government. We’ve lowered taxes for individuals. We’ve lowered taxes for families. We’ve lowered taxes for seniors. And we’ve lowered them for small businesses. We’ve lowered taxes in every year since taking office. Now, the federal tax burden is at its lowest level in more 50 years. As a result of our Government’s record, Canadian families have up to $6,600 more in their pockets every year – real benefits, real relief, that they can count on. A re-elected Conservative government will continue to keep taxes low, and we’ve committed to lowering them even further – including cutting payroll taxes by more than 20 percent, introducing a new, permanent Home Renovation Tax Credit, and providing significant tax relief to single and widowed seniors. But we will go even further and entrench our low-tax plan in legislation. A re-elected Conservative government will pass legislation imposing a “tax lock” that prohibits increases to federal income taxes and sales taxes, and discretionary, new payroll taxes, over the next four years. This pledge backs our low-tax commitment with the force of the law. Canadians know they can trust us to lower their taxes and keep them low. This is a major difference between our Conservative party and Justin’s Liberals and Mulcair’s NDP.     The Honourable Rob Nicholson, PC, QC announced that a re-elected Conservative government would further improve Canada’s sanctions regime to target the world’s human rights abusers. He announced that a re-elected Conservative Government will improve the sanctions regime via the Special Economic Measures Act by automatically imposing travel bans against any individuals subject to economic sanctions, by reducing the burden on Canadian businesses by producing a consolidated list of those who have been sanctioned, and, by adding gross violations of human rights to the list of eligible grounds for sanctions. The use of economic sanctions by Western allies has increased in the past several years to powerful effect in countries such as Iran and Russia. Increasingly, sanctions target key individuals, sectors or organizations. For example, since Vladimir Putin’s invasion of Ukraine and illegal annexation of Crimea, Canada has imposed economic sanctions and travel bans on more than 270 of those who are responsible for the crisis, including sectoral sanctions in the Russian energy sector. The international sanctions regime against Iran has isolated the regime and forced its leadership to the table over grave concerns for its military nuclear program and its state sponsorship of terrorism. In Syria, systemic violations of human rights have been perpetrated against innocent people. Currently, Canada’s sanction(s) regime can be used against threats which pose a ‘grave breach to international peace and security,’ or to those who have been listed by international organizations. These important improvements will ensure that sanctions are even more targeted and precise, and will enable Canada to take action against individuals and organizations that demonstrate a blatant disregard for human rights. In many countries around the world, key individuals responsible for abusing human rights must be held to account. These improvements will allow Canada to target individuals and organizations that operate across borders or independent of particular regimes. “This is a warning to those who continue to suppress journalists, activists and minorities, like those in Iran, Syria, Russia, North Korea, Sri Lanka and elsewhere,” said Nicholson. “You will be held accountable for your brutal human rights abuses.” “The Liberals and NDP would create a risky culture of conciliation that will weaken Canada’s position on the world stage. The Conservative Party is the only party willing to advance a principled foreign policy, preferring to lead on promoting pluralism and human rights, rather than bow to every dictator with a vote at the United Nations.”

    Today Prime Minister Stephen Harper announced that a re-elected Conservative government would aim to create 1.3 million net new jobs by 2020. “Our Conservative government’s Economic Action Plan is focused on protecting Canada’s economy and creating jobs,” the Prime Minister said. “That’s why we’ve balanced the budget, kept taxes low, and made affordable, targeted investments – in infrastructure, skills training, and innovation – to keep our economy moving forward. This plan will create the well-paying jobs for Canadians and keep our economy strong.” The Conservative government’s Economic Action Plan has helped Canada become a leader among industrialized countries on a range of economic indicators including low debt levels, infrastructure spending, and public investments in science and technology. But most importantly, Canada’s economy has created 1.3 million net new jobs since the depths of the global recession – one of the strongest job creation records in the G-7. “The global economy is weak and in turmoil,” Prime Minister Harper said. “But Canada’s economy has performed relatively well, particularly with respect to job creation. Setting a job-creation target will keep our focus on creating new, well-paying jobs over the next four years.” Prime Minister Harper outlined his ambitious goal of creating another 1.3 million net new jobs by 2020, noting that this level of job growth would see new jobs created at a slightly faster pace than Canada has experienced in the past five years. But with the Conservative government’s low-tax, balanced budget plan, the Prime Minister stated that it was an achievable “stretch” target for the next four years. “Our plan to cut payroll taxes by 20 percent and introduce a new, permanent Home Renovation Tax Credit are examples of the steps we’ll take to keep Canada’s economy growing and creating jobs,” he said. Prime Minister Harper’s plan to create jobs stands in stark contrast with the plans put forward by Justin Trudeau’s Liberals and Mulcair’s NDP. The Liberals have promised to significantly raise payroll taxes on small businesses, forcing them to lay off workers or close down altogether. Meanwhile, experts have confirmed that the NDP’s plan to hike taxes will kill 250,000 jobs across Canada. “The Liberals and NDP would run permanent deficits, raise taxes on Canadians and their employers, and kill jobs,” the Prime Minister concluded. “Only our Conservative government can be trusted to protect our economy and continue creating new jobs in a weak and unstable global economic environment.”

    Prime Minister Stephen Harper has outlined a re-elected Conservative government’s plan to keep communities safe and crack down on criminals. Next steps include doubling funding for Child Advocacy Centres which lead the prosecution and treatment of crimes against children, extending child victim services outside urban centres and funding research into the “invisible” economic and social damage inflicted on victims of crime. A re-elected Harper government will also quickly pass the “Life Means Life” Act and the Dangerous and Impaired Driving Act. Justin Trudeau’s Liberals and Thomas Mulcair’s NDP have opposed many of the government’s more than 60 anti-crime bills, including the Life Means Life Act. Only a re-elected Conservative government will make it a priority to fight crime, protect our children and make our communities safe.

    The Honourable Jason Kenney today outlined a massive gap of $24.7 billion in the first year – growing to $34.4 billion when fully implemented – in the costing of the Liberal’s campaign platform. Justin’s recklessness would mean permanent deficits growing to $30 billion or more. “Canadians can’t take a risk on a leader who is just not ready and plunges us immediately back into deficit,” said Jason Kenney. “Justin’s reckless promises show that he just doesn’t understand the consequences of making rash promises.” Justin would repeal the Federal Balanced Budget Act because he plans to run deficits permanently, not just for three years. Rather than run three $10 billion deficits, Justin’s spending promises can only be met if he runs deficits more than double that initially and more than triple that when fully implemented. Justin has promised to take benefits away from families with children and replace them with an unaffordable scheme, to slash TFSA contributions, implement Paul Martin’s discredited Kelowna Accord, and throw billions of dollars at his reckless carbon scheme, among many other commitments Canadian families cannot afford. “Running a national government is not an entry level job,” said Kenney. “We are living in a very fragile global economy which is precisely why we need a serious national government that is focused on job creation, fiscal discipline and lower taxes.” Justin yet again proved he’s just not ready when he recently claimed that small business are just tax shelters for the wealthy, which is why he intends to hike their payroll taxes.” Justin’s irresponsible spending and deficit plans are in clear contrast with the approach of Prime Minister Stephen Harper who has a plan to cut taxes for Canadian families while protecting our economy. Conservatives will continue to lower taxes for families, all while preserving programs Canadians count on and balancing the budget. “Canada’s budget is balanced a year ahead of schedule because of the economic leadership of Stephen Harper,” said Kenney. “In this election every Canadian voter needs to ask the simple question: Who can protect the fragile economy – and your job – at this time of global economic uncertainty.”

    Our riding of Etobicoke-Lakeshore is home to a growing Tibetan-Canadian community, centered around the Tibetan Canadian Cultural Centre. It has been an honour to work with Tibetan-Canadians as chair of the Parliamentary Friends of Tibet. I’ve worked with our Immigration Ministers Jason Kenney and Chris Alexander to develop a settlement program for Tibetans currently living in India, and we’ll be welcoming more hard-working Tibetan immigrants to our community. I will continue to press for religious freedom and democratic rights for Tibetans.

    Today Prime Minister StephenHarper announced new support for single and widowed seniors in Canada. A re-elected Conservative government will introduce a $2,000 Single Seniors Tax Credit that will extend additional tax relief to nearly 1.6 million single and widowed seniors in Canada who have pension income. When combined with the existing Pension Income Credit that is claimed by 4.6 million seniors already, this measure will allow single and widowed seniors to receive up to $600 in tax relief every year. We know that single seniors can face unique financial challenges, especially the recently widowed and those on fixed incomes. This new tax credit will provide a targeted benefit to those seniors. Seniors at all income levels are benefitting from our tax cuts and the enhanced benefits we introduced. 2.7 million Canadian seniors have taken advantage of Tax-Free Savings Accounts. Pension income splitting is providing considerable tax relief to over 1 million senior couples. And, increases to GIS benefits are helping Canada’s most vulnerable seniors. As a result of our changes, about 400,000 seniors have been removed from the tax rolls completely. Justin Trudeau and Thomas Mulcair’s NDP have made big promises – unaffordable promises that they would need to pay for with higher taxes. Based on their records to date of opposing Harper Government initiatives to help older Canadians, seniors should worry about whether the NDP and Liberals would actually keep the promises they are making. Canadian seniors can be confident that a Conservative government will deliver on its promises to older Canadians, because we have a proven record and a plan to support seniors. We have kept taxes low and worked to keep money in the hands of seniors to spend on the priorities they choose.

This is good for our economy and good for Canadian families. Spending beyond our means, as Justin’s Liberals and Thomas Mulcair’s NDP propose, would lead to permanent deficits, massive tax hikes, and economic chaos.     People of Ukrainian heritage have been coming to Canada for generations, often fleeing oppression. Many have settled in Etobicoke-Lakeshore where they have found stability and prosperity, opened businesses and helped build this country. While we celebrate the Ukrainian culture here in Canada, there is great concern about the situation in Ukraine. Canada is expected to stand up for a democratic, free and prosperous Ukraine. I’ve sought out the counsel of our Ukrainian-Canadian community and have pushed for a strong foreign policy with regards to Russian aggression, and also for strengthening our economic links with Ukraine.

    A re-elected Conservative Government will lower the small business tax rate from 11 percent to 9 percent over the next four years. This tax cut – the largest tax rate cut for small businesses in more than 25 years – will provide $2.7 billion in tax relief to nearly 700,000 small businesses over this period. Justin Trudeau’s Liberals and Thomas Mulcair’s NDP voted against our tax cuts for Canada’s small businesses. In fact, Justin claims that most small businesses – “a large percentage” – are just schemes for wealthy Canadians to avoid paying taxes. This lack of understanding is disrespectful of small business owners and speaks to his basic economic illiteracy. Only Prime Minister Stephen Harper has the proven experience to keep taxes low and the economy moving forward. The Harper Government’s low-tax plan for job-creating small businesses will support economic growth and new job creation now and in the future.

    Statement by Stephen Harper on the anniversary of 9/11 and Canada’s National Day of Service: Today we commemorate all the innocent victims of the terrorist attacks that occurred on September 11, 2001. The thoughts and prayers of all Canadians are with the families and friends of the thousands of individuals, including 24 Canadians, who were brutally and senselessly murdered on this terribly tragic day. We continue to mourn these profound losses, and offer our deepest sympathy to those who were injured and still struggle with the after-effects to this day. But let us also remember the remarkable courage, kindness and generosity of all the first responders, military and civilian volunteers, and good Samaritans, including those in Gander, Newfoundland, and other communities that welcomed thousands of stranded air passengers into their homes. In 2011, in recognition of the importance of such bravery and selflessness, Canada designated September 11th as our National Day of Service. On this 14th anniversary of 9/11 and Canada’s National Day of Service, I encourage all Canadians to pay tribute to the victims of 9/11, and honour the service of the brave men and women in uniform who serve to protect us.

    Today, Prime Minister Stephen Harper announced our plan to cut payroll taxes by over 20 percent in 2017 and protect Canadian jobs from the dangerous Employment Insurance and CPP tax hikes promised by both Justin Trudeau and Mulcair’s NDP. By dramatically reducing payroll taxes, Canadian workers will see their take-home pay increase and businesses - especially small businesses - will be able to create new jobs and invest in their current employees. Thanks to our Conservative government, Canadian workers and businesses are enjoying the lowest federal tax burden in more than 50 years. As a result, Canada's economy is growing and moving forward despite global economic instability. Approximately 16 million working Canadians will see the benefits of our low-tax, balanced-budget plan to reduce EI premiums by more than 20% in 2017. Put simply, our plan will cut taxes on the middle-class and keep them low.

    Today Prime Minister Stephen Harper announced that a re-elected Conservative government would provide more support to hardworking Canadian families saving for their children’s post-secondary education. Our Conservative Government has consistently cut taxes and put more money back into the pockets of every Canadian family. This includes significant support to help with the costs of a child’s future education, including establishing the Canada Student Grants, reforming the Canada Student Loan Program and providing tax relief for scholarship funding and textbooks. We will build on this record by doubling the federal grant provided to low- and middle-income families through Registered Education Savings Plans. This will ultimately provide as much as $2,200 more per student in matching government support. In contrast to our proven record of support for families, Justin Trudeau and Mulcair’s NDP would raise taxes, reduce families’ take-home pay and ultimately leave less money in their pockets to save for important things like their children’s college or university education. Only our Conservative party will continue to put money back in the pockets of every single Canadian family so that they can spend it on their priorities.
