    From Alanna Makinson: Today, the NDP are using an Opposition Day motion to push the government to fix EI now. The Liberals will be voting against it. Your local MP would do well to hear about how people feel about that. Here is the motion: That the House (a) acknowledge that mounting job losses combined with a lack of access to Employment Insurance contribute to growing income inequality and a situation where too many Canadians are struggling to make ends meet; and (b) call on the government to honour its campaign promises and Throne Speech commitment to strengthen the Employment Insurance system “to make sure that it best serves both the Canadian economy and all Canadians who need it,” by taking immediate action to: (i) create a universal qualifying threshold of 360 hours for Employment Insurance, regardless of the regional rate of unemployment; (ii) immediately repeal the harmful reforms of the previous government, including those that force unemployed workers to move away from their communities, take lower-paying jobs and those that eliminated the Extended EI Benefits Pilot program to help seasonal workers, and, (iii) protect the Employment Insurance account to ensure that funds are only spent on benefits for Canadians, including training, and never again used to boost the government’s bottom line.

The report, delivered by Health Minister Steve Kent, Liberal Andrew Parsons, and New Democrat Gerry Rogers, looks at the need for better access to mental-health services, higher-quality services, programs to reduce stigma and more, but the five-page report deals with these topics in broad brushstrokes. Rogers was the most specific, and the most forceful, talking at the joint news conference Monday morning about how services are underfunded, and waiting lists are too long. “Newfoundland and Labrador spends about five per cent to 5.5 per cent of health-care dollars on mental health,” Rogers said. “The majority of Canada spends about seven to eight per cent on mental health, and the mental-health commission of Canada recommends that 10 per cent of healthcare budget dollars be spent on mental health and addictions. We still have a ways to go.” Rogers also pointed out that in Eastern Health, 1,825 people are on a waiting list for mental-health services as of March of this year, along with another 1,500 waiting to be screened before they could be put on waiting lists. “As one person told us, ‘Mental illness and addictions don’t do well on wait lists,’” Rogers said. Parsons flagged the replacement of the Waterford Hospital as a priority — something his party has promised to do, if they win the election. “We heard about the Waterford,” he said. “It was loud and clear. Every session we had it was loud and clear. That is the face of mental health as it relates to the province.” The all-party mental-health committee was Rogers’ baby, which she pushed for, and ultimately convinced the government to make it happen with a private member’s motion in the legislature in January. After months of study, one of the biggest conclusions from the progress report this week is that more study is needed. “Our work isn’t done. It’s far from done. It’s vital that we carry out more public consultation and hear the perspectives of aboriginal people, experts in the areas of addictions, seniors, care givers, women’s, children’s and veteran’s mental health, and LGBTQ mental health as well,” Kent said. All three parties have promised to reconstitute the committee after the election. At the same time, the sense of frustration at the news conference was palpable, as mental-health advocates sat and listened, and occasionally heckled the politicians for being evasive on what specifically the government needs to do. “It sounds very promising. My concern is that it might take too long, because people are dying every day, either through mentalhealth or addiction issues,” said Tree Walsh, executive member on the Mental Health Coalition. “The most important part is the action.” © 2014 The Telegram.
