    My Friend, Justice Antonin Scalia I first met United States Supreme Court Justice Antonin Scalia when I was a law student at University of British Columbia in the Fall of 1998. He was invited to speak to our faculty and students about his (then) new book, A Matter of Interpretation, and I was quite happily tasked with driving him around while he was in Vancouver. He immediately struck me as a person who spoke his mind, unvarnished and without concern for the criticisms he might receive for his views. It was a refreshing and inspiring encounter, and the start of a warm friendship that was to last until his sad passing. As we connected over the years, we would discuss the politics and issues of the day. He would also share his latest experiences as an avid hunter and fisherman. We talked about our families: my four younger children and his nine adult children. And, certainly, it was always fascinating to hear his insights into the latest cases winding their way through the system. (Though, it goes without saying, he was always very careful not to reveal any details about pending decisions.) One particular lunch that I will never forget occurred in his office at the Supreme Court on November 7, 2000, the day of the U.S. Presidential Election. Polling placed both candidates, George Bush and Al Gore, in a tight race, but neither of us realized at the time that his Court would actually play a role in confirming the outcome five weeks later. His written decisions as a Justice were always articulate and thorough, and they were most certainly his decisions. But beyond his role as one of nine votes on the top US bench, he was the leading voice for more than a generation in favour of constitutional originalism. He believed that democracy needed to be protected from the imposition of the views of individuals (including himself) appointed to the bench. He felt very strongly about preserving the right of citizens to decide on issues that were left unaddressed in the constitution. Or, if constitutional change was needed, to follow the amendment process either through their elected officials or referenda. As a young man, my first encounter with him was formative. When I realised that a person who was brilliant, articulate and had attained a world-changing high office, could also be completely normal, I was encouraged to consider that I could pursue great things as well. In fact, it was one of the life experiences that persuaded me to risk pursuing elected office myself, which I did successfully not many years later. I will always be indebted to him for that. Antonin was warm, generous, funny, highly articulate, and self-deprecating. And ours was the kind of friendship where each time we met we would just pick up where we left off. Our next get together was going to be fishing in British Columbia this summer. Sadly, that will not happen now. I will miss my friend. Requiescat in pace.

    False campaign about Universal Child Care Benefit online. An anti-Conservative group that opposes the boosted Universal Child Care Benefit is spreading false information online. The false ad focuses on the old Child Tax Credit, which was only worth about $300 at the end of the year, not the $2250 as the ad claims. Many families were never eligible to receive it at all. The government has folded this credit into a larger and simpler $720 increase of the Universal Child Care Benefit, which goes to every kid in Canada. Regardless of income, the expanded Universal Child Care Benefit leaves more money in the pockets of 100% of families with kids. No exceptions. Finally, the Child Tax Credit is often confused with the Canada Child Tax *Benefit* -- a completely different program. The Child Tax Benefit remains unchanged.

    My Private Member's Bill, C-377, has passed the Senate at 3rd Reading and will receive Royal Assent later today. C-377 is now law and will come into force by the end of 2015.

    I am pleased to see my private members bill, C-377, requiring public disclosure of union finances, has passed 3rd Reading in the Senate and been given Royal Assent by the Governor-General, today. This is certainly a great personal achievement and an important step for Canada. I am grateful to all my Conservative colleagues, MPs and Senators, who have stood with me to help make this bill law. C-377 ushers in an era of transparency and accountability for Canadians unions. It allows union members and the general public to evaluate the effectiveness of unions: institutions, which spend about $5 billion annually. Canada now joins many other developed nations in providing for union financial disclosure. Most G-7 nations have had public disclosure for decades. While C-377 is now law, it does not come into force and effect until the end of 2015. This 6-month time frame allows the Canada Revenue Agency to develop regulations, online forms and instructions, and website, before unions begin reporting their financials next year.     Minister of Finance, Joe Oliver, picked up a pair of blue New Balance running shoes this morning as a part of the new budget tradition. The Minister will announce the federal budget tomorrow at 4 PM EST. It is believed that the first recorded pair of budget shoes was worn by Finance Minister Donald Fleming in 1960. However, the origin behind the “tradition” of finance ministers wearing new shoes on budget day remains a mystery.

This instrument is the most powerful telescope ever built. The telescope will observe the most distant objects in the universe, study planets around distant stars and provide images of the first galaxies ever formed.
