    To residents of St. John's West: This is a difficult budget and these are challenging times. It is frustrating that we, as Newfoundlanders and Labradorians, find ourselves in this predicament. I share with you, with my family, and friends that difficulty in understanding how could we have spent all the new money that the resource industries brought to this province over the last ten years. Sadly even when oil was at $100 a barrel we were still overspending. We have been living way beyond our means and our debt has caught up to us. This budget is tough. No one wanted it to be but we are now paying more on our debt then we are paying to educate our children. We cannot continue this way or pretty soon that number will be more then we can manage and that will mean even more severe measures. The increases in tax (including the temporary debt reduction levy) that you find in the budget are equal to, and some are slightly lower than, the same tax you paid in 2006. Please remember when oil was at peak production and peak price taxes were lowered. We no longer have that flexibility and they must go back to 2006 levels to ensure you and your families have the health care, education, roads and services that you need. To ensure those most vulnerable on low income have reduced impact, we have introduced an income supplement. This supplement will be paid quarterly and is based on family net income. For example a senior couple with net income of $26,000 will receive a cheque for $455.75 every 3 months. We will get this overspending and debt situation under control. We didn’t get into this mess overnight so it will take some time and hard work but we will get there. We will be better off and able to do more when we do. We have incredible opportunity in our fisheries, forestry, oil and gas, mining, tourism and service industries to name a few. We just have to manage this opportunity well and ensure we make the right decisions. Even the tough ones. Siobhan

    Applications for the Summer Student Employment Programs are now being accepted. The Student Summer Employment Programs (SSEP) provides funding to assist private sector businesses and not-for-profit organizations in creating summer employment for students. The deadline for employers applying to the SSEP - Post-secondary is April 15, 2016. This applies to both private and not-for-profit employers who are eligible to apply for this program The deadline for organizations applying to the SSEP - High School is May 6, 2016. This applies to the not-for-profit employers who are eligible to apply for this program. For more infromation, please contact my office 729-2449.

To address our unprecedented financial situation, the people of our province have responded in an unprecedented way. To date more than 1,000 people have participated in 26 sessions. There have been almost 30,000 users on the Dialogue App and over 700 submissions have been received by email, phone, mail, and fax. A new Liberal Government will convene a task force on improving education outcomes. We were the first to advocate full day kindergarten and commit to its introduction.

    We have an ageing population and government must be responsive to their concerns. We should be focused on ways to provide greater access to home care and other government supports. A Liberal government will appoint a seniors advocate to ensure programs support those who have given so much. We are committed to providing annual healthy living assessments for every resident 70 and older to get ahead of health issues for seniors

    As I go door to door and meet the people of St. John's West, the affect of our over reliance on oil becomes clear. Far too often I hear stories of layoffs and reduced hours due to the current downturn. A Liberal government will invest wealth strategically and diversify our economy so we are better today and tomorrow

    A provincial Liberal government, working with the Trudeau government, will invest in improving our infrastructure. This means investment in municipal infrastructure for roads, water and sewer but also more money for social infrastructure that prioritizes affordable housing, seniors, and young families. A new small business investment tax credit will also help our economy grow and add much needed employment opportunities. A Liberal government will work to diversify our economy and will not increase the HST as announced in the budget by the Davis Government- leaving more money in your pocket.

    We need chronic disease management including a diabetes reduction program and a dementia management program. We must work to ensure mental health receives the attention and funding it deserves.
