    A constituent in Kingston who is a young founder of a high-tech startup alerted me to the effect of the NDP plan to tax stock options as ordinary income instead of as capital gains. The problem is that they haven't differentiated between wealthy executives and regular employees of cash-poor start-ups who are trying to convert discoveries, inventions and innovative ideas into economic growth and high quality jobs. You can read in the attached article that the NDP has confirmed they would be covering everyone who has stock options. Here in Kingston our community a lot of potential for new startups based on the research and people at our post-secondary institutions. It is a competitive advantage we have and should be a central part of our local economic development strategy. Financing of startups is an enormous issue. Using stock options to pay employees to avoid having to use up your cash is an important financing tool. Anything that makes it harder to recruit a strong team of skilled workers is not good for startups and the jobs they create. By contrast the Liberal plan asks those making over $200,000 to pay more income taxes in order to help those who help those who need it most and provide for a middle class income tax cut.

    I got a letter from a constituent calling on me to support reform of the Access To Information system. There was no reply address, so I will reply here. I am happy to say that the Liberal Party platform promises the following: "We will amend the Access to Information Act so that all government data and information is made open by default in machine-readable, digital formats In the rare instances where information cannot be disclosed, the individual making the request would receive a written explanation within 30 days We will also eliminate all fees associated with the Access to Information process, except for the initial $5 filing fee We will expand the role of the Information Commissioner by providing them with the ability to issue binding orders for disclosure We will ensure a full legislative review of the Access to Information system every 5 years thereafter. We will also ensure that Access to Information applies to the Prime Minister’s and Ministers’ Offices, as well as administrative institutions that support Parliament and the courts."     Completed apprenticeships are crucial for Canada to have a skilled, globally competitive workforce. One thing that can be an obstacle is the 2 week waiting period for EI payments when the apprentice must do in-school training. I have heard that it is not uncommon for much greater delays - not easy for a young apprentice living paycheck to paycheck. In fact this has been identified as a reason why some people skip the classroom part and don't bother to finish their apprenticeships. I introduced a private member's bill, C-578, about this issue. On Employment Insurance: "We will reduce the waiting period for Employment Insurance benefits to one week from two. In addition, Employment Insurance processing will be a starting point for our new commitment to higher service standards in government, including reduced waiting times. We will deliver Employment Insurance benefits quickly and reliably." The preceeding Liberal Party of Canada | Parti libéral du Canada platform item is not only about improving service, it is about skills training and part of an overall strategy for economic growth.

    I recently re-read a speech made back in May 2013 by Liberal MP Bob Rae to open our emergency debate on the situation in Syria. The situation has worsened considerably, nonetheless I think it is worth re-reading Bob's words in order to understand better what Canada could do and could have been doing. https://openparliament.ca/debates/2013/5/7/bob-rae-1/

    As Jewish Canadians begin the celebration of Rosh Hashanah, I would like expresses my wishes for a happy, healthy and productive New Year. Whether we are aware or not, we have all benefitted from the great Jewish social justice tradition. We continue to see that in examples of community engagement and service. As Canadians from many origins, cultures, and traditions, let us work together for a better future and a better world.
