    Here is the crux of the Senate expenses cover-up scandal: Prime Minister Harper's Chief of Staff paid $90,000 to Conservative Senator Mike Duffy. This was used to help him get out of an audit of his illegitimate expenses. You just don't "give" money to public officials like that. Furthermore, on Monday, May 20th, the Prime Minister's Office told CTV News that they had forwarded a copy of the agreement between Mike Duffy and Chief of Staff Nigel Wright to Ethics Commissioner Mary Dawson. On Tuesday, Conservatives said that the document couldn’t be released because no such agreement existed. Which is it? And when will the government publicly release all documents and emails relating to this deal so they can be reviewed by the Canadian public?

    What is it wrong for the government to advertise the proposed Canada Jobs Grant the way it did? (feel good TV ads during the Stanley cup playoffs with low information content) From our own Jonathan Rose quoted in Macleans: 'Jonathon Rose, an expert in political advertising, called the Canada Jobs Grant advertisement “misleading.” Rose, a political science professor at Queen’s University in Kingston, Ont., sits on Ontario’s independent government advertising advisory board, which is legislated to ensure government ads are non-partisan, informative and fact-based. He said the currents ad’s “proviso — ‘subject to parliamentary approval’ — does not offset the verb ‘will partner’ or ‘will result,’ which makes it seem like a foregone conclusion.” “Government ads are not excluded from the Canadian Code of Advertising Standards and I think this would fail tests of accuracy and clarity on a number of levels,” said Rose.' Furthermore... Why is ‘subject to parliamentary approval’ part of the advertisement? Because it's intended to deflect the claim that the government would be breaching "parliamentary privilege" -- using public tax dollars to influence the people of Canada on something that is still being debated in parliament!     CKWS TV has CRTC go-ahead to go digital now I was informed by the CRTC on Friday that CKWS TV now has the go-ahead to go digital. I understand that CKWS has been ready to make the change and will do so any day now. If you watch on satellite or cable there will be no change. If you have been getting the signal through an old style antenna, you'll need a digital receiver or tuner to receive the signal. What happens to the old frequencies? Those frequencies are very valuable and will be used for things like better cell-phone service, something that will be especially important for rural areas. http://www.crtc.gc.ca/eng/archive/2013/2013-240.htm

    Whoa, this is what the record low water levels in the upper great lakes looks like. The Ontario Liberal caucus, which I chair, is taking a hard look at what Ottawa should be doing to protect the Great Lakes economy and environment from low water levels. Any solution affects all of the Lakes.     Enbridge Line 9b Pipeline news I want to thank Correctional Service of Canada for notifying me that a section of the Enbridge line 9b pipeline that runs under one of the Pittsburgh Institution pastures will be dug up for visual examination and, if necessary, repair. What this means is that the "pigs", instruments that run through the pipe to detect possible flaws in the pipeline wall, have detected something that merits direct examination. I presume that this is part of the process to prepare for the reversal of oil flow through line 9b. The National Energy Board hearings on that reversal will be conducted this summer and fall.

"If HGS decides to open a location in Kingston, it will create more than 500 full time jobs for the people of Kingston.     Your last chance to give your opinion on riding boundary changes: On Thursday April 25, MPs will testify on the proposed changes to Kingston and the Islands, and Lanark-Frontenac ridings. 1. The Ontario Commission proposes taking Kingston north of the 401 and moving it to Lanark-Frontenac 2. MP Scott Reid, with support of Councillor Jeff Scott and Councillor Brian Reitzel are expected to propose adding Kingston east of the Cataraqui River along with north of the 401 to Lanark-Frontenac and calling it Lanark-Frontenac-Kingston 3. I will be arguing in favour of the Commission's initial proposal to keep Kingston and the Islands unchanged.     A little news that came out of today's Wednesday National Liberal Caucus meeting: Today I am taking over two critic responsibilities from Justin Trudeau as he begins his work as the new leader of the Liberal Party. Justin has asked me to take over as Liberal Party critic for post-secondary education and for amateur sport. The critic responsibility for Natural Resources returns to my colleague Marc Garneau now that the Liberal leadership race is over. With the Royal Military College of Canada, Queen's University, St. Lawrence College and other continuing education institutions situated in Kingston and the Islands, this role is a good fit and I am looking forward to working hard and contributing to the Liberal team in this new role.

    The Liberal caucus in Ottawa is in a great mood this morning, united with our new leader Justin Trudeau. Look out for Question Period today, and the Liberal Opposition Day tomorrow (Tuesday). Today is an NDP Opposition Day and we will be debating this resolution: "That this House condemn the tax hikes introduced by the government in Budget 2013 on hospital parking, bicycles, baby strollers, coffee makers, iPods and other goods and services, which break the promise the government made to Canadians during the last election."

    Enbrdige Line 9b Reversal: new legislation in last year's omnibus bill C-38 restricts who can qualify to participate in the National Energy Board's hearing process. Line 9b is the first test of this legislation. So I encourage everybody to apply who is interested. Only if you apply and are accepted or rejected can we produce the cases that test and define the language in C-38 including possibly challenging it in federal court.     A statement from the Liberal Party on the retirement of Kevin Page, Parliamentary Budget Officer: Over the past five years Mr. Page has performed incredibly well at a very difficult job. Parliamentarians and, in fact, all Canadians were well served by him. The Liberal Party of Canada asked the government to extend his term until a new PBO could be found, but the Conservatives were clearly not interested in letting that happen. The entire process of finding Mr. Page’s replacement has been veiled in secrecy by the Harper Conservatives. Elected Members of Parliament in opposition parties have been told that they are not allowed to know the identities of the people who sit on the PBO search committee. The Liberal Party of Canada has repeatedly asked the Conservative Chair of the Library Committee, Royal Galipeau, to convene a meeting so that MPs and Senators can find out how the search for a new PBO is proceeding. The committee has not met since early December and Mr. Galipeau has informed us that the committee will not meet to discuss the new PBO. He has also told us that the he will not allow Mr. Page to appear before the committee. While Mr. Galipeau’s actions are outrageous, not all Conservatives are against the PBO. Conservative backbench MPs like Brent Rathgeber have stated publicly that Canada needs a strong PBO to hold the government to account. An effective PBO is in everyone’s best interest, even the Cabinet Ministers whose departments the PBO examines. Transparency makes departments stronger over time. It is unfortunate that Stephen Harper prefers to have as few watchdogs as possible examining how he spends taxpayer money.
