  Are you a basic researcher? On Wednesday May 23 at 8pm, I'll be holding a Facebook Town Hall Meeting to discuss the topic of basic research funding by the federal government. Cuts to the Research Technology Instrumentation grants and the Major Resources Support program of the National Sciences and Engineering Research Council of Canada have triggered a sharp response in laboratories across the country.   Here is a video from CKWS News last Friday on the closure of Kingston Pen and Regional Treatment Centre. One suggestion that I have heard from different sources is the idea of re-purposing KP and returning the assessment centre to the site. But I'd concede that having more information about the bigger picture at Correctional Services is required to know whether that's the best thing to do or not. http://www.ckwstv.com/index.cfm?page=news&id=7037

  Does this bother you? Today is the 15th anniversary of the Canada Foundation for Innovation, a federal government agency that funds large projects in research infrastructure. The 2012 federal budget announced $100m per year of funding for five years. This is a good program for Canada, but something bothers me: The CFI has launched a publicity campaign. There are advertisements all around parliament hill. I passed three billboards walking to work this morning. It bothers me that a federal government funded agency advertises around parliament hill.

  Have your petition read out in the House of Commons! I just presented (3:15pm) a petition from voters in Kingston and the Islands regarding the voter suppression in the May 2011 election. Income Inequality: Later on today, my Liberal colleague Scott Brison is presenting his motion calling upon the finance committee to study income inequality in Canada. What motions would you like to see debated in the House of Commons?

  Who is Bruce Hyer? My colleague Bruce Hyer, MP Thunder Bay -- Superior North, left the NDP yesterday to sit as an independent in the House of Commons. One thing you might not know about Bruce is that it was his bill in the last parliament, Bill C-311, the Climate Change Accountability Act, that was passed by the House and then defeated in the Senate by the Conservatives in a surprise vote before any debate had taken place. I've had a chance to chat with Bruce at a number of climate change caucus and conservation caucus meetings.

  What was that kerfuffle at the end of Question Period today over the Auditor General's report on F-35 procurement? If you were watching, Bob Rae and Ralph Goodale stood up and had a bit of an argument with the speaker. They pointed out that government ministers were guilty of contempt of Parliament because they said that the government accepted the conclusions of the Auditor General's report, but the report actually says, "2.82 Both National Defence and Public Works and Government Services Canada disagree with our conclusion that they did not demonstrate due diligence in their respective roles in the replacement of the CF-18 jets." Basically, Parliament can't function if ministers say one thing inside the House, and another thing outside the House.

  Budget Debate update: This is day 2 of 4 days of debate. The NDP MP from Burnaby-New Westminster is the first opposition speaker and he gets unlimited time to speak. He is still up on his feet this afternoon after rising on Friday. Unfortunately this means many MPs from all parties will not be able to speak to the budget before time runs out.

  From the Members of Parliament Retiring Allowances Act: Allowances to former Prime Ministers 48. (1) There shall be paid to every person who has held the office of Prime Minister for four years an allowance beginning on the day on which that person ceases to be a member or reaches sixty-five years of age, whichever is the later, equal to two thirds of the annual salary payable under the Salaries Act to the Prime Minister as Prime Minister on that day. Liberals are considering a budget sub-amendment to change sixty-five to sixty-seven since that is what the budget is going to do with Old Age Security!

  This morning we are debating a motion by my colleague, Liberal M.P. Sean Casey, "That, in the opinion of the House, the government should: (a) recognize the contributions that the baby boom generation has made in building Canada; (b) affirm its support for the Old Age Security program; (c) commit to maintaining the sixty-five year qualifying age contained in section 3 of the Old Age Security Act; and (d) recognize that Old Age Security and the Guaranteed Income Supplement, a program designed to help low income seniors, are inextricably linked and ensure that they continue to have identical ages of eligibility."
