ON TUESDAY, AUGUST 25, 2015, TO 11:59 P.M. ON WEDNESDAY, AUGUST 26, 2015, IN KINGSTON, ONTARIO Public Works and Government Services Canada (PWGSC) wishes to advise motorists, boaters, pedestrians and cyclists that the LaSalle Causeway will be closed from 12:01 a.m. on Tuesday, August 25, 2015, to 11:59 p.m. on Wednesday, August 26, 2015. This closure is necessary to complete a structural repair that will ensure the continued safe operation of the bridge. A complimentary taxi shuttle service will be made available to drive pedestrians to either side of the bridge via Highway 401 during the closure. Boats less than four metres in height above the waterline can pass through the causeway via the east bridge. The closure has been scheduled in consultation with the City of Kingston and the Province of Ontario to ensure the least possible inconvenience. The schedule will change only if warranted by circumstances such as inclement weather.

    I was recently interviewed by Kathryn May from the Ottawa Citizen about the caretaker convention, and why I think it applies to the Conservative government imposing a new sick leave deal on public sector employees during the election period.     Four years ago, I tabled a motion in the House, M-286, calling on the government to make public the document containing guidelines on how ministers should behave during an election campaign. The ministers must act in a caretaker capacity, restraining their powers because there is no parliament to answer to, and because ministerial or parliamentary resources should not be used in a campaign. Previously these guidelines have been secret, unlike other Westminster countries. I am glad that today a new version has been posted online, and that it is public! This action fulfills the object of my motion.     I travelled on the ferry from Wolfe Island to Kingston this morning. It was the first journey where cars were allowed to again accompany empty propane trucks on the ferry. Mayor Dennis Doyle and Frontenac Islands and MTO officials have worked hard on this issue to relieve the lineups that occured during the two years that empty propane trucks had to go alone on the ferry. I am happy to have been able to work in Ottawa communicating with Transport Canada minister Lisa Raitt to help get this done from the federal government side. In this photo, the crew are explaining the gas detection, foam fire-fighting equipment and vehicle spacing rules that are now in place in order to get official permission from Transport Canada to resume the old practice of allowing other vehicles to accompany empty propane trucks.

    I am offering a book of condolences for constituents to sign in memory of the late Flora MacDonald, former Kingston MP. The book will be available in my constituency office (14-303 Bagot Street) until August 8 and then presented to Ms. MacDonald's family. I invite everyone to come pay tribute to this remarkable Canadian and global humanitarian. Flora MacDonald dedicated her life to public service and will be sorely missed for her leadership, compassion, and integrity.

LaSalle Causeway - two-day bridge closure anticipated in August or September For immediate release KINGSTON, Ontario, July 22, 2015 – Public Works and Government Services Canada (PWGSC) wishes to advise motorists, boaters, pedestrians and cyclists of an upcoming two-day closure of the LaSalle Causeway anticipated in August or September 2015. This closure is necessary to complete a structural repair that will ensure the continued safe operation of the bridge. PWGSC will announce the dates of the closure as soon as the schedule is confirmed. The closure has been scheduled in consultation with the City of Kingston and the Province of Ontario to ensure the least possible inconvenience.     CKWS-TV changing affiliation from CBC to CTV: results of my own investigation. On May 20th, CKWS-TV in Kingston announced that on August 31st, 2015 it would be ending its 60 year affiliation with CBC and switching to CTV. The CORUS-owned CKWS is the only broadcaster providing CBC programming over-the-air in the Kingston area. Constituents have contacted my office with their concerns, in particular that digital antenna users will no longer have access to the CBC.     Last night's report on the Liberal election platform plank suggested that the Liberal Party had committed to mandatory voting. Actually, the electoral reform policy commits to ensuring that electoral reform measures – including mandatory voting, but also ranked ballots, proportional representation, and online voting – are fully and fairly studied and considered. A special all-party parliamentary committee will bring recommendations to Parliament on the way forward, to allow for action before the succeeding federal election. Within 18 months of forming government, the Liberal Party will bring forward legislation to enact electoral reform. I'm not sure why people think that the Liberal Party has pledged to implement mandatory voting, but Pierre Poilievre, the Minister of Employment and Social Development, rose in the House of Commons to say that "If people do not vote, then they would be forced under the Liberal plan, obviously, to pay a tax." (https://openparliament.ca/debates/2015/6/16/pierre-poilievre-3/) I'm proud to be a member of a party that has come forward with such important and concrete suggestions for making sure that Ottawa, and parliament, work to best serve Canadians.     There was a report last night on the Liberal election platform plank on electoral reform. Unfortunately there was an inaccuracy I would like to correct. NDP candidate Dan Beals was quoted as follows: (see the link down below) NDP CANDIDATE DANIEL BEALS IS SOMEWHAT MYSTIFIED BY THE LIBERAL ANNOUNCEMENT CONSIDERING THE LIBERALS VOTED AGAINST A SIMILAR NDP BILL THIS PAST WINTER. “WHAT WE’RE SEEING IS THE WORDS AREN’T ALWAYS MATCHING THE ACTIONS AND THEY HAVEN’T MATCHED IT ON PROPORTIONAL REPRESENTATION SO FAR. ” In fact, on the NDP opposition day motion of Dec. 3, 2014, the Liberals held a free vote, reflecting the diversity of opinions. Half of Liberal MPs, including me, voted for it. That diversity of opinion, which reflects the Canadian population, is why the Liberal election platform promises to get rid of first-past-the-post, but puts all other options on the table. The NDP motion put forward a rather restricted option of "a form of mixed member-proportional" voting which I could vote for because the wording happens to include an option I like, and that is regional proportional top-ups with preferential balloting for riding representatives. I think it is also worth noting that all provincial government initiatives for proportional representation have come from provincial Liberal governments. There have been 29 provincial NDP governments and none of them put forward a change to proportional representation.     Last year, my Liberal colleague Dr. Carolyn Bennett called on the Immigration Minister to restore health care funding for refugees: “Mr. Speaker, today I join thousands of medical professionals and other concerned Canadians who have come together in 16 cities in a national day of action to demand that government reverse its short-sighted and mean-spirited cuts to refugee health care.” I encourage everyone to attend this year's National Day of Action for Refugee Health Care in Kingston: this Monday, June 15, from 11am - 2pm in Market Square.
