    Duke Ellington considered the Sacred Concert to be amongst his most significant accomplishments and devoted the last years of his life to performing the programs hundreds of times throughout the world. This will be the first year that this full concert performance of the Sacred Music of Duke Ellington will be performed in Victoria.
     
    Dee Daniels and Marcus Mosely with the Fred Stride Orchestra will bring their gospel background, blues flavouring and unique styling.

    These two organizations collected over 62,000 electronic signatures in support of having a full and proper debate on FIPA in the House of Commons.?

    Elizabeth May : Monsieur le Président, voici une séance d'information de 60 secondes sur le traité entre le Canada et la Chine concernant les investissements, le plus important du genre depuis l'ALENA.

    Le 27 septembre dernier, j'ai demandé une séance d'information technique au ministre du Commerce international. Je l'ai obtenue il y a une heure et je peux dire à tout le monde ce que j'ai appris.

    On m'a confirmé que les sociétés d'État chinoises auront le droit de déposer plainte et de demander des dommages-intérêts relativement à des décisions prises par les administrations municipales ou les gouvernements provinciaux, territoriaux ou fédéral du Canada, et que le traité s'appliquera au moins jusqu'en 2027 et peut-être jusqu'en 2042. La Chine pourra se plaindre de tout ce qu'elle jugera arbitraire.

    Le traité sera beaucoup plus profitable aux Chinois qui investissent au Canada qu'aux Canadiens qui investissent en Chine.

    De plus, on n'a pas demandé aux provinces si elles approuvaient cet accord.

    Hier, le premier ministre nous a demandé de nous familiariser avec l'accord. Je l'ai fait. Ce traité représente une menace pour notre sécurité, notre souveraineté et notre démocratie; or, les députés auront, pour toute séance d'information, ces 60 secondes.?

    Elizabeth May: Mr. Speaker, here is your 60 second briefing on the Canada-China investment treaty, the most significant treaty of its kind since NAFTA.

    I requested a technical briefing from the Minister of International Trade on September 27. I got it one hour ago, so I can update folks.

    It confirms that Chinese state-owned enterprises would have the right to complain and charge for damages for decisions in Canada by municipal, provincial, territorial or federal governments. It confirms this treaty will apply till 2027 for a minimum, and potentially till 2042, and China can complain of anything it feels is arbitrary.

    It will be of greater benefit to Chinese investors in Canada than to Canadian investors in China.

    No province has been asked if it approved of this agreement.

    Yesterday, the Prime Minister asked that members of this place should acquaint themselves with the treaty. I have. It threatens our security, our sovereignty and our democracy. Yet this 60 seconds will be the only briefing this House gets.?
