ndpFri 9:15 am | British Columbia, Vancouver KingswayMadam Speaker, I have a second petition. It is from the Fijian community, which is 100,000 strong. The petitioners are calling yet again for the establishment of a high commission in the Republic of the Fiji Islands.
The United States, China, Australia and New Zealand all have embassies or high commissions in Fiji. Many Canadians of Fijian descent who travel extensively to Fiji are left without adequate consular services in that part of the world. They do a lot of business in Fiji. They own property in Fiji. They point out that Fiji is a Commonwealth country and we should be making sure that Canadians have that necessary service in that part of the world.

Canada is the only nation in the western world and in the company of China and North Korea without any laws restricting abortion. Therefore, the petitioners call upon the House of Commons and Parliament assembled to speedily enact legislation that restricts abortion to the greatest extent possible.

ndpFri 9:10 am | British Columbia, Vancouver KingswayMadam Speaker, it is my honour to present a petition that is the result of the tireless efforts of youth in Vancouver. Ethan Trinh, Kaitlyn Fung, Nick Nguygen, Angela Ho, Lucas Chan, Chris Ly and Amy Bui formed a group called Youth For Climate Justice Now. Together they gathered over 10,000 signatures for the environment.
The petition draws our attention to the serious threat of climate change and calls on the government to support the Save the Fraser Declaration, halt development of the proposed Enbridge pipeline, and support a ban on crude oil tankers off the coast of British Columbia.
These students have also expressed to me a deep concern over the government's recent comments equating environmental activists with eco-terrorists. They want Canadians to know that the biggest threat to their future is not environmental activists, but rather the Conservative government, which puts the interests of large corporations ahead of the interests of environmental sustainability.
We should listen to our youth.

The petitioners draw the attention of the House to the fact that horses are ordinarily kept and treated as sports and companion animals, that horses are not raised primarily as food-producing animals, that horses are commonly administered drugs that are strictly prohibited from being used at any time in all other food-producing animals destined for the human food supply and that Canadian horse meat products that are currently being sold for human consumption in domestic and international markets are likely to contain prohibited substances.
Therefore, the petitioners call upon the House of Commons and Parliament to bring forward and adopt into legislation Bill C-322, an act to amend the health of animals act and the meat inspection act, thus prohibiting the importation or exportation of horses for slaughter for human consumption as well as horse meat products for human consumption.

This two-year delay will cost our lowest income seniors over $30,000 in benefits. Single women will be disproportionately affected by this change as they tend to rely more heavily on OAS and GIS payments, and low-income Canadians rely far more heavily on OAS and GIS.
The petitioners are asking the government to reconsider this decision because of the impact it will have ,particularly on Canadians of low income and women.

The petitioners are petitioning the House of Commons because the Old Age Security Act does not bring into account how expensive the basic needs of Canadian seniors are today and will be in the future. Changes are needed to allow for Canadian seniors to be pulled out of poverty and we can do that.
The undersigned citizens of Canada call upon the Parliament of Canada to enact Bill C-287, introduced by New Democrats to create a consumer price index for consumers over the age of 60, which would then be used to amend old age security and, therefore, ensure that seniors receive the payments they need in order to survive.

ndpMay 17, 2012 7:05 am | Ontario, Hamilton MountainMr. Speaker, I am proud to present five sets of petitions today signed by hundreds of people from my hometown of Hamilton who are urging the government to keep the age of eligibility for the OAS at 65.
The petitioners rightly point out that only 31% of Canadians have been able to contribute to RRSPs and, even then, many saw their savings evaporate in the recent market downturn. The petitioners also note that only 40% of Canadians have workplace pensions and the future of many of those pension plans is increasingly tenuous.
Since over a quarter of a million seniors are now living in poverty and public pensions provide at most $15,000 to the typical retiree, the petitioners are calling on the government to drop its ill-considered change to the OAS, maintain the current age of eligibility and make the requisite investments in the guaranteed income supplement to lift every senior out of poverty.

The petitioners are from Little Current and Aundeck Omni Kaning First Nation. They see this as a direct attack on the poorest of seniors, and they call on the House to reject increasing the age of eligibility for OAS. They ask that OAS be maintained and that the Parliament of Canada make the requisite investment in the guaranteed income supplement to lift every senior out of poverty.

They call upon the Parliament and the government to reject the proposal to increase the age of eligibility for old age pension and to increase the GIS so the 250,000 seniors in this country living in poverty are no longer subjected to that poverty.

The petitioners want to draw our attention to the fact that every year hundreds of thousands of dogs and cats are brutally slaughtered for their fur in a number of Asian regions. They point out that Canada should join the U.S.A., Australia and the European Union in banning the import and sale of dog and cat fur. They also ask that it be mandatory that all fur products being imported or sold in Canada have labelling identifying the species of origin.

The petitioners are concerned with a number of things, one of which is that the proposed megaquarry would threaten local flora and fauna, including species at risk like the Bobolink, a small endangered blackbird.
The petitioners ask that the government conduct an environmental assessment under the authority of the Canadian Environmental Assessment Act on the proposed Highland Company's megaquarry developed.

ndpMay 16, 2012 12:20 pm | Ontario, Hamilton MountainMr. Speaker, I am delighted to present a number of petitions from people in my riding of Hamilton Mountain, all of which address the urgent need for a national pharmacare program in our country.
The petitioners point out that our goal ought to be to have a national drug plan that would enable all Canadians to enjoy equitable access to medicines, while at the same time controlling the rising cost of drugs.
They are keenly aware of a report released by the Canadian Centre for Policy Alternatives, which concluded that the existing patchwork of private and public plans in Canada was inequitable, inefficient and costly. The report found that Canada was the third most expensive country for brand name drugs because it deliberately inflated drug prices in order to attract pharmaceutical investment.
Instead of tackling the issue head on, the government is talking about privatization and user fees. Those are hardly the answers for an aging population that is already finding it difficult to make ends meet and whose retirement savings are again—

The petitioners want to inform the Prime Minister and the government that the DFO fleet separation and owner-operator policies form the backbone of the Atlantic inshore and mid-shore fishery. The Conservative government has refused to properly consult with our fishers on this issue. The Conservative government has refused to answer the question on these policies and has voted down a motion to hear from the affected stakeholders, and study what the effects of the removal of the policies would have on Atlantic Canada and coastal Quebec.
Complete corporate control of the fishery has proven, in many areas, to be devastating to the income, economy and social fabric of the coastal regions, such as British Columbia, New Zealand and Iceland.
The petitioners call on the Prime Minister to maintain and strengthen fleet separation and the owner-operator policies.

They are concerned with a number of things, one of which is that the proposed mega-quarry would initially have 150 truckloads per hour of aggregates leaving the quarry heading south and 150 empty truckloads returning to the quarry. Other trucks would be transporting 52 tonnes of explosives to the quarry per day. All of this traffic would take place on local roadways not designed to carry such traffic.
Petitioners are asking that the Government of Canada conduct an environmental assessment under the authority of the Canadian Environmental Assessment Act on the Highland Companies' proposed mega-quarry development.

May 14, 2012 12:30 pm | Ontario, SudburyMr. Speaker, I once again bring forward petitions signed by hundreds of individuals in my community who are seeking justice for an aboriginal man who they believe was wrongly convicted. John Moore was accused and convicted of second degree murder in a case in which the crown agreed he was nowhere near the scene of the crime and in which a trial determined that he played no part in planning the crime.
The petitioners call upon the Minister of Justice and the Attorney General of Canada to review the conviction in the case of R. v. Moore, recognize that a wrongful conviction occurred, overturn the conviction and enter an acquittal.

The petitioners, all 4,642 signatures, would like to draw the attention of the House of Commons to section 810 of the Criminal Code, which states that the current protection for victims of stalking and criminal harassment is limited to a term of one year, and that victims of stalking and criminal harassment are re-victimized by the necessity to renew this protection on a yearly basis .
Therefore, the petitioners call upon the House of Commons to increase the length of protection provided to victims of stalking and criminal harassment.

With respect to the first petition, the petitioners would like the House to support the Act to Eliminate Poverty in Canada. The petitioners draw the attention of the House to the fact that poverty affects over 10% of Canadians and disproportionately affects aboriginal people, recent immigrants, people with disabilities and youth and children. Therefore, they call upon the government and Parliament to ensure swift passage of any bill that acts to eliminate poverty in Canada.

Yesterday marked the two year anniversary since I first asked for an emergency debate on CCSVI in the House. In two years, 800 Canadians died of multiple sclerosis. It is also two years since the member for St. Paul's and myself began asking for a registry and clinical trials for CCSVI. The government eventually committed to both but, unfortunately, neither has begun.
I remember all those we have lost and their families.
The petitioners call upon the Minister of Health to consult experts actively engaged in the diagnosis and treatment of CCSVI to undertake phase III clinical trials on an urgent basis in multiple centres across Canada and to require follow-up care.

The petitioners draw the attention of the Parliament of Canada to the fact that the November 28, 2011 elections in the democratic Republic of Congo were fraudulent. They also draw the Government of Canada's attention to the continuous Congolese demonstrations taking place in major western cities around the world, including in Canada.
The petitioners wish to point out that Canada contributed $9 million over five years to the UN to help fund the election in the Congo. Six Canadians took part along with 118 observers. The petitioners want Canada to ask the tough questions about the electoral process there because they are concerned and want to put--

This petition is calling on the government to bring forth legislation that would help prevent life-threatening anaphylaxis by requiring that peanuts and tree nuts, like walnuts, to be sold either pre-packaged or in closed bins and that necessary labels be mandatory.
Approximately 1.2 million Canadians suffer from food allergies. The petitioners believe that the legislation they are seeking will help to prevent the possibility of cross-contamination in stores selling foods and other commodities.

They point out that more Canadians now die from asbestos than all other industrial and occupational causes combined, yet Canada remains one of the largest producers and exporters of asbestos in the world. They also point out that Canada spends millions of dollars subsidizing the asbestos industry and blocking international efforts to curb its use.
Therefore, the petitioners call upon Parliament to take note and ban asbestos in all of its forms and institute a just transition program for asbestos workers in the communities they live in, to end all government subsidies of asbestos, both in Canada and abroad, and to stop blocking international health and safety conventions designed to protect workers from asbestos, such as the Rotterdam convention.

Working on a hard concrete surface for 40 or 50 years takes its toll on the body.
The petitioners are asking the government to look at the situation and reconsider this decision, which the petitioners think is not compassionate at all but one that would pose undue hardship on many of those who work in that type of environment.

They are concerned about Enbridge's proposed northern gateway project.
They point out that with the 40th anniversary of the moratorium on oil tankers in the central and northern coast of B.C. just having passed, they would like to see that portion of pristine coast protected now and for all future generations. They call on Parliament to legislate a ban on oil tankers in order to protect our coasts forever.
I would like to thank the young students at Windermere High School for their great work on this petition.
