    Order, please. I realize there are several conversations going on in the House. Obviously, when a member has been recognized and has the floor, we ask the indulgence of all members to bring their attention to the speaker who has the floor, who at the moment is the hon. member for Edmonton—Strathcona. Therefore, I would again ask all members who wish to carry on conversations if they might leave the chamber and carry on outside in their respective lobbies.

    Before we start questions and comments, I just wanted to indicate to hon. members that I know that this is an important and complex question. However, I do notice that in the period allowed for questions and comments, even when it is 10 minutes, we have scarcely been getting three interventions into that 10 minutes.

    I am appealing to hon. members, for their colleagues who may wish to participate in that period, to the extent members can, to keep those interventions as brief and as succinct as they can.

    Before we go to resuming debate and the hon. Parliamentary Secretary for Foreign Affairs, I will let him know that there are approximately 13 minutes remaining in the time allowed for government orders this afternoon, so he will not have his full 20 minutes in this case. He can judge himself accordingly in that regard. Whatever time he does not use here today will remain when the House next resumes debate on the question.

    I thank hon. members and the chief government whip for their interventions on this question.

    Members will know that ministers of the Crown may interrupt on a point of order to table documents at any given time. They have that privilege. I saw this as what the Chief Government Whip was doing. He used a few moments to explain the context of the tabling, and this is quite commonplace when ministers give the context for posing the documents to the House.

    We are really at a point where all members have been heard on this question. I do not see the practice in this case being out of order.

    I appreciate the question by the hon. member for Winnipeg North. Although he made a reference to small business, he will know that adjournment proceedings is the time when members have the opportunity to address questions that have arisen during question period and perhaps get into a more thorough response.

    I see the hon. member for Renfrew—Nipissing—Pembroke standing, so perhaps she would like to entertain the question, even though I know she did not really touch on infrastructure per se in her remarks.

    I have heard both submissions. We probably have enough to get going along the same vein.

    I thank both hon. members for their interventions. True enough, the issue of relevance is indeed a limit on speech in this place. However, as the member for Skeena—Bulkley Valley referenced, there is a great degree of latitude on the part of members.

    I am cognizant of the fact that the hon. member for Renfrew—Nipissing—Pembroke is not quite at the halfway point of her remarks in her 10-minute speech. I am fairly certain she will be incorporating some of these ideas into addressing the question before the House, as she has customarily done in the past.
